1. Types of Classification

Part(s) of board game products labeled as under 14 years of age are classified as toy products. The other part(s) that are labeled as for ages 14+ are classified as non-toy general leisure and

entertainment products.

1.1 Classification of Toy(s)

Generally, toys  are considered to be products that are used for play by people under the age of 14. Board game products usually need a label on the box with the intended age group (e.g., 8+, 14+) that the product is designed for. If it is labeled 8+, it will be identified as a toy. If it is labeled 14+, it will not be identified as a toy.

1.1.1 Classification of Toys in the USA

Toy—any object designed, manufactured, or marketed as a plaything for children under 14 years of age.

1.1.2 Classification of Toys in Europe

This European Standard applies to toys for children, any product or material designed or intended, whether or not exclusively, for use in play by children less than 14 years of age.

1.2 Determination of Age Group(s)

The European Union, the United States, and ISO all have guidance documents for determining the age range of a product.
The testing company (Laboratory) will comprehensively determine the age of a product according to its individual database “Product Age Guidelines”. In most cases, the laboratory will respect the customer’s individual age labeling on its products. However, if the label and the actual situation deviation is obvious, the laboratory is not acknowledged. For example: it is unreasonable to label a plush toy with Age 14 +.

For example, if a game contains this plush toy, the lab will consider that children under 3 years old may still have a chance to come into contact with it; therefore, a label showing the intended age of 6+ will not be recognized by the lab.
